The management office of Region Uppsala is part of Region Uppsala, one of the largest employers in Uppsala County. The management office is led by the regional director and consists of about one thousand employees. With a governing, supportive, and coordinating role, the management office is tasked with supporting the political leadership and administrations so that the political direction is reflected in the region's various activities. Our Operations

The Finance Department is an operational and strategic function that supports the political leadership and regional management in matters concerning governing processes and finance in a broad sense, as well as supporting the region's administrations in matters related to operational finance and analytical support.

Your Assignment

Region Uppsala is facing extensive investments in the coming years. We are planning major investments in both property development, medical technology equipment, and digital infrastructure, which requires sustainable long-term economic management. We are now looking for an engaged and analytical controller focused on investments who wants to help shape the future of the region.

In the role of controller, you will work to develop and strengthen the region's investment management. You will, among other things:

• Drive and develop processes for investment planning, follow-up, and forecasting.
• Participate in the development of the region's long-term investment plan.
• Conduct economic analyses of investment projects, including life cycle cost analyses and impact assessments.
• Ensure that investments comply with the region's governing documents, budget, and financial goals.
• Develop methods and models for cost assessments, capacity assessments, and performance follow-up.
• Prepare reports for the regional council, committees, and management.
• Participate in the work to further develop the region's governance model related to investments.
• Contribute to the development of routines for depreciation, calculations, and financing plans.

The position involves being responsible for Region Uppsala's investment process regarding both properties and other investments. You will report to the Chief Financial Officer of Region Uppsala as well as to the steering group and project management for the projects you work on.

Your Qualifications

• Academic degree with a focus on finance or education that the employer assesses as equivalent.
• Several years of experience in budgeting, follow-up, and forecasting in large investment projects.
• Very good analytical skills and experience working with advanced calculations and financial models.
• Good ability to present complex information in a pedagogical way, both orally and in writing.
• Good knowledge of Excel and financial systems.

Desirable

• Experience from the public sector, preferably region or municipality.
• Experience in property investments, local supply, and construction projects.
